Washington State Patrol (WSP) investigators believe that drugs and alcohol were a factor in the crash, with the driver that’s suspected of being under the influence also being injured.
Arrests have yet to be made, and WSP is still investigating the crash. The section of the highway that was closed for investigation has since been reopened.
