Idaho Motor Vehicle Statutes go over what “electric-assisted bicycles” are and how powerful they are allowed to be.
49-106. Definitions — E. (1) “Electric-assisted bicycle” means a bicycle equipped with fully operable pedals and an electric motor of less than seven hundred fifty (750) watts…
E-bikes must also fall under one of these designations, or they will likely be classified as mopeds/motorized bicycles or motorcycles.
(a) “Class 1 electric-assisted bicycle” means an electric-assisted bicycle equipped with a motor that provides assistance only when the rider is pedaling and ceases when the rider stops pedaling or when the bicycle reaches the speed of twenty (20) miles per hour.
(b) “Class 2 electric-assisted bicycle” means an electric-assisted bicycle equipped with a motor that may be used exclusively to propel the bicycle and that is not capable of providing assistance when the bicycle reaches the speed of twenty (20) miles per hour.
(c) “Class 3 electric-assisted bicycle” means an electric-assisted bicycle equipped with a motor that provides assistance only when the rider is pedaling and ceases when the rider stops pedaling or when the bicycle reaches the speed of twenty-eight (28) miles per hour.
When e-bikes exceed these specifications, owners would usually be forced to register their vehicles and have driver’s licenses.
KXLY-TV reported on some new city ordinances, taking aim at people on motorized bikes without pedals. In 2026, they’ve prohibited this class of bikes on trails and paths and waterfront areas. The electric-assisted bikes with pedals are still permitted in these places.
Sidewalk Rules: E-Bikes are also generally allowed on sidewalks in certain areas of Coeur d’Alene, but not in the downtown area. Riders should always yield to pedestrians when riding on sidewalks.
